Looks like just another cynical appeal to the paranoia of parents. Seems like it wouldn't be as effective or adaptable as a plain old Sharpie marker, anyway (a lot of parents of little ones write their names/cell numbers in Sharpie on the kids' backs before, say, a trip to Disneyland or a cross-country flight with layovers, just in case).
